What is a variable energy charge?

Energy costs – fuel, natural gas, electricity – are constantly changing and can be extremely difficult to predict.  Changes in direct costs of energy also ripple into seemingly unrelated costs as almost every material and activity affecting WCA’s waste management services has an energy cost component.  In response to the volatility in its energy costs and in order to maintain acceptable operating margins and deliver customer value, WCA may assess a variable energy charge.  The variable energy charge is not designed or intended to correlate specifically to the direct costs and expenses of servicing an individual customer's account.  Rather, the variable energy charge addresses overall direct and indirect energy costs incurred by WCA’s family of companies in providing waste management and environmental services to all of its customers. 

Unless otherwise negotiated with a customer, WCA calculates the variable energy charge using the national average price per gallon of diesel fuel on the last day of the month according to the Energy Information Administration of the U.S. Department of Energy (EIA/DOE), as published on its website: http://www.eia.doe.gov/dnav/pet/pet_pri_spt_s1_d.htm

This index, which is objective and widely recognized, is used in many commercial markets to track fluctuations in diesel fuel prices. The national average price per gallon of diesel fuel on the last day of the month is input into a formula that produces a percentage, which is applied to the customer’s invoice charges.  The WCA Energy Charge Table, published below for both landfill and hauling customers, reflects the correlation of changes in the fuel index to changes in applied invoice percentage based on the foregoing.  WCA reserves the right to vary the amount or to adjust the formula for calculating the variable energy charge in order to maintain operating margins acceptable to WCA.  If WCA adjusts the formula, it will update the table accordingly.

What is a variable environmental charge?

WCA is committed to operating in an environmentally responsible manner consistent with customer and community expectations and ensuring compliance with applicable laws and regulations.  Honoring this commitment entails direct and indirect costs that vary over time, often significantly, due to any number of factors, including regulatory changes, weather conditions, costs of materials and labor, landfill capacity and utilization, and local customer and community demands.

WCA’s variable environmental charge is not designed or intended to correlate specifically to the direct or indirect environmental costs of servicing an individual customer's account.  Rather, the variable environmental charge addresses both direct and indirect costs incurred by the WCA family of companies to operate in an environmentally responsible manner and to maintain operating margins acceptable to WCA. 

Absent a negotiated agreement with a customer, WCA generally assesses the variable environmental charge as a percentage of the customer’s invoiced charges, exclusive of taxes and other variable charges.  WCA reserves the right to vary the percentage amount of the variable environmental charge in order to maintain operating margins acceptable to WCA.  If you have questions regarding your invoice or the variable environmental charge, please contact your WCA service location.

What are variable administrative charges and a paper invoice charge?

If a customer elects to receive a paper bill by not enrolling for WCA’s online bill pay service, the customer may be assessed a paper invoice charge that is set forth on the customer’s invoice.  The paper invoice charge is designed and intended to address printing, mailing, processing, customer service center and other administrative costs associated with paper billing.  The paper invoice charge incentivizes WCA’s customers to move to paperless billing and payment options, which benefit the environment.

Depending on the WCA location that services each customer, WCA may assess a variable administrative charge in lieu of the paper invoice charge, which administrative charge is intended to cover a litany of costs associated with customer billing, processing, servicing and collection and to maintain an operating margin acceptable to WCA and enables WCA to continue to deliver customer value.

The paper invoice charge or any variable administrative charge assessed by WCA is not designed or intended to correlate specifically to direct or indirect costs of servicing an individual customer's account.  Rather, those charges address the overall direct and indirect administrative costs incurred by the WCA family of companies in servicing its customer accounts and to maintain operating margins acceptable to WCA.

WCA generally expresses the paper invoice charge and any variable administrative charges as a set dollar amount.  WCA reserves the right to vary the amount of the paper invoice charge and/or any variable administrative charge to maintain operating margins acceptable to WCA.  Should you have questions regarding your invoice, the paper invoice charge or any variable administrative charge, please contact your WCA service location.
